In March 2004, the SPE board of directors officially approved the first SPE student chapter in Moscow/Russian Federation. SPE President-Elect for 2005, Giovanni Paccaloni had visited the Gubkin University in December 2003 together with Val Johnston-Jones, SPE Director for Europe/Russia/Caspian, Prof. Michael Economides, Prof. Ronald Oligney, Klaus Potsch, SPE director for Eastern Europe, and Reinhard Pongratz from the SPE Moscow section.

The delegation was welcomed by the rector of the Gubkin university, Albert I. Vladimirov, who presented the university museum to an interested audience. Paccaloni addressed about 130 students and spoke about the importance of the SPE membership throughout their academic and professional careers. Striving for excellence was one of his major messages to the students.

He is pictured below, along with university faculty members and officers-elect of the Gubkin student chapter.
